Congress shall lose a year's salary if the Country is taken into war by the President without an affirmative vote from Congress.

Personally, I would not hold Congress accountable for actions of the commander in chief. Maybe if a police action was put to a popular vote after 100 days, the President would be required to withdraw or allowed to continue in a state of war?

This will make more likely Congress moving to impeach a rogue executive.

You would allow 100 days of children being bombed before putting it to a vote?!? It is CONGRESS'S JOB to hold the President in Check, but they have no consequences for doing nothing. So they do nothing. They could Impeach, they could apply political pressure to prevent the violence, I'm sure there is much they could do. This section is about Congressional Powers; the President should also have consequences, but that's in another section ...

Congress has failed in its duty to act as a check on the Presidential power to use the military for war. It should lose a years' salary every time there is no vote to invade and/or attack another country and the President goes there anyway.
